Jean Richardson spent her working years as a Juvenile Officer and Counselor. In her daily life she lives the line from the Boy Scout Oath “to help other people at all times.” She has supported Scouting in two different states, districts and councils. This dedication spans four decades.

Her Scouting leadership positions have included: Den Mother, Pack Committee Chair, Den Leader Coach of Pack 116 in Lovington, New Mexico chartered to the First United Methodist Church; Cub- master, Webelos Leader, Committee Chair and Committee member of Pack 31 in McCamey, Texas chartered to First United Methodist Church; and Committee member of Troop 31 in McCamey, Texas. She is also the Popcorn Sale Chair. She started the recycling of printer cartridges by these units as an environmental friendly fundraising project.

Her dedication to youth has been recognized with the Mrs. Scouting Award from the Lovington, New Mexico Kiwanis Club. She has also received the Cub Scouter Award, Den Leader Award and Den Leader Coach Award. She has been active with the American Legion Auxiliary.

Jean has three grown children. One of them, a son Earl, is the Scoutmaster of Troop 31 chartered to the Lions Club in McCamey. Her grandson, Caleb is currently a Boy Scout in Troop 31.

Shawna Blanchard is a devoted volunteer with more than eight years of service. She became involved in Scouting as a Tiger leader starting in at Pack 5 with the Glenmore PTA. She later served as a Den leader, Webelos Leader and Committee Chair with Pack 300 chartered to Belaire PTA. Her program abilities were recognized when she was selected to serve as the Cub Scout Roundtable Commissioner.

She has served the Amangi Trail District as a Committee member, Unit Commissioner, a trainer, and has given leadership to numerous Cub Scout camping weekends. Currently Shawna serves the Cubmaster of Pack 308 chartered to the Apostolic House of Worship and as a Committee member of Troop 3 chartered to the Air Force Sergeant’s Association.

Professionally, Shawna is purchasing manager. She is active at the First Church of the Nazarene where she co- teaches a Jr. High Class. She has been involved in children’s activities at the YMCA where she is a member. She has participated with Walk for Life and Walk for Hunger.

For her Scouting leadership she has been awarded the Cub Scouter Award, Den Leader Award, Roundtable Commissioner’s Key, Commissioner Arrowhead Honor and the District Award of Merit. Shawna has two sons Tyler and D.J. They are both involved in Scouting

J. Randall Ross, a native son of San Angelo, has spent the past seven years as a member of the Executive Board of the Concho Valley Council. During this time he has served as Treasurer, Vice-President and most recently as Council President. In 2004, under his leadership the council selected a new Scout Executive and achieved the National Council’s prestigious Quality Council Award. He is also a James E. West Fellow.

Besides Scouting, Randall takes time to support other community organizations. He is a member of the San Angelo Rotary Club. As a Rotarian, Randall has served in various offices: Director, President, Assistant District Governor, and International Convention Host Committee. He was named Rotarian of the Year in 1999 and received the Joe Aycock Lifetime Achievement Award in 2005. Additionally, Randall has served on the board of the Concho Valley Home for Girls and Children’s Emergency Shelter.

Professionally, Randall is a retired Director of the Texas Railroad Commis- sion. He is now the owner of Ross Consulting, an oil and gas consulting company. Nationally, he is a member of the American Association of Petroleum Geologists. Locally, he is a member of the San Angelo Geological Society having served as President, Vice-President, and Secretary-Treasurer.

Randall and his wife, Linda are also active members at 1st Baptist Church
