Recognition for Endowment Contributions

An integral part of the Concho Valley Council's program to expand its endowment trust fund to ensure its future financial stability is the James E. West Fellowship Award.  Named after the first Chief Scout Executive of the Boy Scouts of America, the award is a national recognition for those who contribute $1,000 or more in cash or securities to the local council endowment fund.

Since its inception in September 1993, 13 individuals have qualified by contributing $13,000 to the council endowment fund.  A qualifying gift for recognition as a James E. West Fellow is in addition to the donor's annual gift to the council's Friends of Scouting campaign, and does not diminish or replace the donor's other gifts.

Organizations or persons may contribute an award in honor of an individual, such as an Eagle Scout, a Silver Beaver recipient, or significant Scout leader, or in memory of a departed loved one, business associate, or special Scouter.

Each donor will be recognized with a personalized 8-by-10-inch certificate, distinctive lapel pin/charm, and an embroidered square knot.  Applications are available from the council service center, or members of the professional staff.

NEW BOARD MEMBERS ELECTED

Eight new members have been elected to serve as executive Board Members for 1999.  They are Representative Robert  Junell, local attorney and State Representative;  Mike Eckert, local building contractor; Randall Ross, Director of the local Railroad Commis - sion; Cecil Ross, investment counselor; Terry Swanson, S & W Services, San Angelo; Bryan Hagelstein, CPA; Polly Vaughan, San Angelo; Ron Gabriel, Engineer with Ethicon; and  Dr. Ross McClellan, Anesthesiologist.

LANDERS TO HEAD BOY SCOUT COUNCIL IN 1999

The Council recently announced that John C. Landers will serve as Council President in1999.  Landers has served as Council Executive vice-president for the past two years. Landers, a graduate of Southern Methodist University, is General Manager of Landers Discount Automotive Supplies.  He has served seven years on the Council Board serving in various positions.  Other civic involvement includes: Past San Angelo Jaycees President, Past Children’s Emergency Shelter President, Past Red Cross Treasurer, Past Vice-Chairman of Rio Concho Manor Board of Directors, Past Chairman of Leadership San Angelo.  He currently teaches 5th Grade Sunday School at First Baptist Church, San Angelo.  John is married to Stacey Palmer of San Angelo and they have one 6 year old daughter, Lucy.

Noting that the theme for 1999 is "Character Counts - Strong Values, Strong Leaders”, Landers said he will place emphasis on offering the Scouting Program to underprivileged and at-risk youth in our council.  Scouting is truly a bridge to help these youth, all our youth, to become good citizens and great leaders for tomorrow.”  Other council officers for 1999 are Council Commissioner, Roy M. Camp Fawcett Camporee 

On April 9-11, 1999 the Concho Valley Council will hold a council wide camporee at Camp Fawcett, near Barksdale.  All Boy Scout Troops and Webelos Dens of the Concho Valley are invited to participate as well as Scouts from the Asociacion de Scouts de Mexico.

The events are based on Boy Scout and Webelos skills and will be set as problem solving events.  The scoring will be based on competing against a standard, not by direct patrol competition.

Each unit is responsible for their transportation and meals.  There is water at the camping area, but each unit should bring their own drinking water and first aid kit.

Registration will begin at 4:00 PM Friday afternoon with a Leaders Meeting at Headquarters at 10:00 PM.  Events will begin at 10:00 am Saturday morning after the SPL meeting scheduled for 9:00 am.

The camporee fee will be $5.00 per person.  This fee covers a special event patch, leader cracker barrel and awards.

NEW TELEPHONE SYSTEM DONATED

Gary and Rhonda Shrum, owners of Communication, Etc., San Angelo recently donated and installed a new phone system in the Council Office.  Gary Shrum is a veteran Executive Board Member and served the past four years as Council Commissioner.  The system is a tremendous upgrade from the older system and adds new features like speaker phones and conferencing capability.

We are certainly grateful and thankful to the Gary and Rhonda for this generous donation to Scouting.  The estimated value of the gift is over $8,000 and includes new wiring throughout the office.

New Requirements for Advancements

Effective April 1, 1999, there will be a new  required merit badge list for the Eagle Award and some different requirements for Tenderfoot, 2nd Class, and First Class.  All of these changes are published in the new Boy Scout Handbook.

Required merit badge list changes:

1 . Safety is no longer required
2 . Personal Fitness is required
3 . Swimming is an option with Cycling & Hiking

There are still 12 required categories.  A Scout needs to complete all requirements for Eagle rank prior to March 31, however the Board of Review requirement is the same.
